Introduction

Compliance 100 is pleased to announce its appointment by Babergh and Mid Suffolk District Councils to deliver specialist damp, mould and condensation survey services across the councils’ housing stock.

The commission will see Compliance 100 provide detailed damp, mould and condensation reports aligned to the requirements of Awaab’s Law, alongside Housing Health and Safety Rating System (HHSRS) surveys. The programme will support the councils in investigating property conditions, identifying contributing factors and determining appropriate remedial actions in a structured and consistent way.

What the Appointment Covers

Under the contract, Compliance 100 will deliver specialist property inspections focused on damp, mould and condensation issues, together with HHSRS assessments where required.

The surveys will provide the councils with:

  • clear identification of damp, mould and condensation issues
  • assessment of contributing building and environmental factors
  • reporting aligned to Awaab’s Law requirements
  • HHSRS survey information to support hazard identification and risk assessment
  • practical recommendations to inform remedial works and case management

This approach will help ensure that property issues are assessed consistently and supported by reliable technical evidence.

Supporting Housing Providers in a Changing Regulatory Environment

The housing sector continues to operate within an increasingly demanding regulatory environment, particularly in relation to damp and mould management and resident safety.

This appointment reflects the growing importance of robust inspection processes, clear reporting and reliable evidence to support housing providers in responding to damp and mould concerns. By combining damp, mould and condensation surveys with HHSRS assessments, the councils will be supported with information that helps inform both immediate case management and longer-term property improvement decisions.

Why This Matters

Damp and mould issues can arise from a range of contributing factors including building defects, ventilation performance, heating arrangements and occupancy conditions. For housing providers, understanding these factors clearly is essential to ensuring that remedial actions are appropriate, proportionate and effectively targeted.

Through this commission, Compliance 100 will support Babergh and Mid Suffolk District Councils with structured reporting that helps:

  • identify likely contributing causes
  • prioritise remedial actions
  • support resident-focused case handling
  • maintain clear property records
  • strengthen confidence in decision-making

The inclusion of HHSRS surveys further supports the councils in maintaining oversight of property hazards and wider housing condition issues.

Compliance 100’s Approach

Compliance 100’s approach is based on providing practical, evidence-led surveying services that help housing providers manage property condition issues with confidence.

Our damp, mould and condensation surveys focus on identifying the conditions present within the home, understanding contributing factors and providing clear reporting that can be used by housing and compliance teams to determine next steps. By integrating this with HHSRS survey capability, we are able to support a broader view of resident safety and housing condition.

The programme will be delivered by experienced surveyors supported by structured quality assurance processes, ensuring consistency of reporting and clarity of outputs across the contract.
